Tracing the evolution of international interactions, this course examines the dimensions of globalization in terms of scale and scope. It is divided into three parts; together they are intended to provide theoretical, empirical, and policy perspectives on source and consequences of globalization, focusing on emergent structures and processes, and on the implications of flows of goods and services across national boundaries -- with special attention to the issue of migration, on the assumption that people matter and matter a lot. An important concern addressed pertains to the dilemmas of international policies that are shaped by the macro-level consequences of micro-level behavior. 17.411 fulfills undergraduate public policy requirement in the major and minor. Graduate students are expected to explore the subject in greater depth through reading and individual research.

Over the past few years, “smart cities” have led in leveraging technology to modernize their services and infrastructure— and have emerged on the global stage on key issues of international concern. In 2017, Hidalgo and Horacio Rodríguez Larreta, Mayor of Buenos Aires, spearheaded the Urban 20 (U20), a platform for major cities in G20 countries to bring their “urban perspective” to the G20 member states in tackling common problems, showcasing their innovative approaches leveraging emerging technologies at the local level to tackle global issues. In April 2018, mayors from 20 cities signed the U20’s first Joint Declaration; six months later, representatives from more than 30 cities convened for the U20’s inaugural summit in Buenos Aires. This summer, Los Angeles Mayor Eric Garcetti had a private audience the Pope Francis at the Vatican, where the two discussed climate change, poverty, youth, and immigration. There are over 200 local-global organizations impacting international relations and policy, largely because of the pace at which they are embracing technology and innovation.

Methods include cost/benefit analysis, probabilistic risk assessment, and system dynamics. Exercises for Technology and Policy students include developing skills to work on the interface between technology and societal issues; simulation exercises; case studies; and group projects that illustrate issues involving multiple stakeholders with different value structures, high levels of uncertainty, multiple levels of complexity; and value trade-offs that are characteristic of engineering systems. Emphasis on negotiation, team building and group dynamics, and management of multiple actors and leadership. For most students, however, an entire course focused on the topic is not necessary. For example, a class on engineering design could incorporate a case study on 3D printing policy.
This course will introduce students to the interrelationship of engineering and public policy, how to conduct neutral policy analysis, and then apply that knowledge in case studies to practice the skills they have learned. The modules takes a flipped classroom/active learning approach by using short videos to educate students, activities to practice the skills taught, and incorporates real-world examples such as hydraulic fracturing, drones, and 3D printing.

This course introduces the core concepts and principles of quantitative analysis and reasoning; students will learn how to think with and about numbers and what they can tell us about society. Sociologists often use quantitative data to test and revise theories, and a solid grounding in statistics is essential to participating in the discipline, even for sociologists whose own work uses qualitative methods. In addition, in our current “information age,” a basic understanding of statistical reasoning and analyses is vital to critically digest the daily news and engage with the data aspects of public policy debates.
In this class, we will focus on the analysis and interpretation of quantitative data, which includes learning key mathematical formulas. Students will learn concepts and analytic techniques through lecture and discussion, then apply them through hands on analysis and interpretation during lab sessions and homework assignments. We will examine how quantitative research questions are developed in Sociology, and critically read journal articles to learn how statistical arguments are used to answer research questions. Students will work together to apply analytic techniques to actual data, and learn how to ask research questions that use quantitative methods. The goal is a better understanding of the uses and analysis of quantitative data in social research.

Investigates the role of government regulation, green business and transportation policy as a facilitator of economic development and environmental sustainability. Analyzes a variety of international policy problems including government-business relations, the role of interest groups, non-governmental organizations, and the public and media in the regulation of the automobile; sustainable development; global warming; politics of risk and siting of transport facilities; environmental justice; equity; as well as transportation and public health in the urban metropolis.
